feat(distribution): add telemetry datastream module
New datastream module (catalog/frame/mux/transport/ingest/store/views/wire) as a
per-node byte-channel dumb pipe. Dashboard datastream_source + datastream-dashboard
binary; node swactor-datastream-collector; docker demo compose + tests.
